Position: Junior procurement Officer

Location: Akaki/Gelan

Job Purpose

The Procurement Director is responsible for developing, leading, and managing the Company's procurement and supply chain management functions to ensure timely, transparent, cost-effective, and quality procurement of construction materials, machinery, equipment, professional services, and general goods required for the successful execution of the Company's real estate developments.

The position ensures compliance with procurement policies, strategic sourcing, supplier relationship management, contract administration, inventory coordination, and continuous improvement of procurement systems while maximizing value for money and minimizing procurement risks.

Key Duties and Responsibilities

A. Strategic Procurement Management

• Develop and implement procurement strategies aligned with the Company's strategic objectives.
• Prepare annual procurement plans based on approved budgets and project schedules.
• Develop procurement policies, procedures, manuals, and SOPs.
• Lead strategic sourcing initiatives for major construction projects.
• Identify opportunities for procurement cost reduction without compromising quality.
• Establish long-term procurement strategies for key construction materials.
• Develop procurement KPIs and monitor performance.

B. Procurement Planning

• Consolidate procurement requirements from all departments and projects.
• Ensure procurement plans are aligned with construction schedules.
• Coordinate with Engineering, Project Management Office, Finance, Warehouse, and other User Departments to ensure the consistent and efficient supply of materials.
• Monitor procurement progress against approved plans.

C. Tender Management

• Oversee preparation of tender documents device a methodology for the approval of bid evaluation.
• Ensure competitive bidding processes and assist in the review of technical and financial evaluations.
• Recommend contract award processes and ensure procurement transparency and fairness.

D. Supplier Management

• Develop supplier prequalification criteria, maintain approved supplier database, and evaluate supplier performance regularly.
• Conduct supplier audits, develop strategic partnerships with key suppliers.
• Negotiate long-term supply agreements and resolve supplier disputes.

E. Contract Management

• Advice and review procurement contracts.
• Monitor contract implementation, ensure suppliers compliance with contractual obligations, manage contract amendments and resolve contractual claims.

H. Inventory Coordination

• Coordinate with Warehouse Department, prevent overstocking and stock-outs, monitor inventory turnover.
• Establish reorder levels and minimize obsolete inventory.

I. Budget and Cost Control

• Participate in annual budgeting, monitor procurement expenditure, analyse procurement costs, and negotiate cost savings.
• Prepare procurement cost reports and ensure procurement within approved budgets.

J. Compliance and Risk Management

• Ensure compliance with procurement policies, maintain procurement ethics, prevent procurement fraud, ensure segregation of duties, conduct procurement risk assessments, implement internal controls and ensure audit readiness.

L. Leadership Responsibilities

• Lead Procurement Department.
• Coach procurement staff.
• Conduct performance evaluations.
• Build procurement competencies.
• Approve procurement decisions within delegated authority.
• Promote teamwork.
• Drive continuous improvement.

Location: Lemi and Dire Dawa (1 each)

The senior storekeeper supervises daily store and warehouse operations, ensuring that materials, spare parts, and supplies are received, stored, recorded, and issued accurately, securely, and on time.

Key Duties and Responsibilities

• Supervise and coordinate daily store and warehouse operations.
• Receive, inspect, and verify incoming materials, spare parts, and supplies against purchase orders and delivery documents.
• Ensure proper storage, labeling, handling, and preservation of inventory items.
• Maintain accurate stock records and update inventory transactions in the company's ERP system.
• Monitor stock levels and initiate replenishment requests to prevent shortages.
• Conduct regular physical stock counts and reconcile discrepancies with inventory records.
• Issue materials and spare parts only against authorized requests.
• Monitor slow-moving, damaged, obsolete, and expired items and report them to management.
• Ensure compliance with inventory management procedures, internal controls, and safety standards.
• Prepare periodic stock reports and maintain proper documentation.
• Coordinate with Procurement, Finance, Maintenance, and other departments to ensure materials are available when needed.
• Guide and supervise store personnel and ensure the cleanliness and security of the warehouse.
