Roles & Responsibilities

• Develop and implement a procurement strategy aligned with the factory project plan.
• Prepare procurement plans, schedules, budgets, and supplier lists.
• Set procurement priorities based on project milestones and critical requirements.
• Identify procurement risks and prepare mitigation plans.
• Establish clear procurement procedures, approvals, and controls.
• Coordinate procurement of civil, structural, mechanical, electrical, instrumentation, and utility materials.
• Source and manage contractors for construction, installation, fabrication, erection, and commissioning.
• Clearly define and control supplier and contractor scopes.
• Review quotations, BOQs, specifications, drawings, and commercial proposals with the Engineering team.
• Identify, evaluate, and qualify reliable local and international suppliers.
• Assess suppliers based on technical capability, financial strength, capacity, quality, delivery performance, and references.
• Maintain an approved supplier/vendor database.
• Build and manage strong supplier relationships.
• Conduct supplier visits and inspections when required.
• Monitor supplier performance and resolve quality, delivery, and commercial issues.
• Prepare and manage RFQs, RFPs, tenders, and competitive bidding processes.
• Obtain and compare competitive quotations.
• Lead negotiations on price, payment terms, delivery, warranties, penalties, guarantees, installation, commissioning, and after-sales support.
• Prepare bid comparison reports and procurement recommendations for management approval.
• Negotiate favorable Incoterms, logistics, taxes, duties, insurance, and other commercial terms.
• Focus on the best overall value, not just the lowest price.
• Coordinate with freight forwarders, customs agents, banks, and logistics providers.
• Manage shipping and import documentation and customs clearance.
• Track critical shipments and resolve logistics delays.
• Control total landed costs, including freight, insurance, duties, taxes, and clearance charges.
• Prepare, review, and negotiate purchase orders, supply agreements, service contracts, and equipment contracts.
• Ensure contracts clearly define scope, specifications, milestones, payments, delivery dates, warranties, penalties, and acceptance requirements.
• Monitor contract compliance and manage variations, claims, and disputes.
• Maintain complete procurement records and documentation.
• Ensure supplier payments are linked to agreed milestones and verified deliverables.
• Maintain a procurement schedule linked to the overall project schedule.
• Closely monitor long-lead items and critical procurement packages.
• Track procurement budget, committed costs, actual costs, and forecasts.
• Identify cost-saving 
• Report procurement progress, risks, delays, and cost issues to senior management.
• Ensure procurement does not delay construction, installation, commissioning, or production start-up.
• perform any other related tasks.

Job Purpose:- The Purchasing Officer provides administrative, coordination, and operational support to ensure the efficient and effective implementation of purchasing activities. The role focuses on processing procurement documents, maintaining records, coordinating with stakeholders, tracking procurement actions, and supporting the purchasing team to ensure smooth procurement operations.

Main Duties and Responsibilities:

• Prepare procurement documents and maintain procurement records.
• Ensure procurement files are complete, accurate, and properly archived.
• Maintain procurement databases and tracking systems.
• Follow up on outstanding purchase requisitions, purchase orders, and deliveries.
• Maintain organized electronic and physical procurement files.
• Prepare procurement reports, status updates, and tracking reports.
• Ensure all supporting documents are attached to procurement transactions
• Enter and update procurement information in ERP or procurement management systems.
• Monitor procurement workflow and ensure records are accurately maintained.
• Ensure procurement activities are processed in accordance with organizational policies and procedures.
• Support compliance reviews and procurement audits.
• Assist in monitoring adherence to procurement processes and approval authorities.
• Assists in the preparation of bid documents and supplier bid lists to obtain competitive quotations on goods and services.
• Participates in technical evaluation committees when appointed and do the analysis report as required.
• Performs other duties assigned by the immediate supervisor.

Duties and Responsibilities:

1. Research potential vendors
2. Prepare Purchase Order (PO) including necessary information on material/asset code, specification, quantity, price, delivery date, payment and vendor contact details.
3. Compare and evaluate offers from Suppliers
4. Track orders and ensure timely delivery
5. Receive and inspect goods/services according to PO specifications and that all goods are in good condition. Ensure Good Delivery/Receiving Note (GRN) is issued and signed.
6. Maintain updated records of purchased products, delivery information and invoices
7. Prepare reports on Purchases, including cost analyses
8. Monitor stock levels and place orders as needed
9. Report periodically as specified by direct manager
