Digital Economy and ICT Skills Specialist
BCaD Consulting Management PLC is seeking an experienced Digital Economy and ICT Skills Specialist for inclusion in a proposal to undertake a Labour Market Assessment covering Arba Minch, Yirgalem, Dessie, and Dire Dawa and their surrounding economic catchments.
The assignment will assess employment, self-employment and enterprise opportunities associated with the digital economy and recommend relevant skills-development and training interventions for young people.
Areas of Assessment
- Digital marketing, e-commerce and e-entrepreneurship;
- Graphic design, video editing and digital-content services;
- Web and mobile application development;
- Practical applications of artificial intelligence;
- Cybersecurity, systems and network services;
- Computer, mobile-phone and digital-equipment repair;
- Online and freelance work opportunities;
- ICT employer demand and occupational skills gaps;
- Public and private ICT training and TVET provision; and
- Digital employment and entrepreneurship opportunities for women and persons with disabilities.
Key Responsibilities
- Map digital-sector employers, startups, freelancers, service providers and training institutions;
- Identify current and emerging digital occupations and enterprise opportunities;
- Assess employer demand, occupational tasks, competency requirements and entry conditions;
- Review relevant TVET, university and short-course training provision;
- Support employer interviews, institutional assessments and stakeholder consultations;
- Recommend practical and modular digital-skills training pathways; and
- Contribute to analysis, validation and preparation of the labour-market assessment report.
