Contract duration:- 6 months

Background
Context
Ethiopia’s WASH sector offers a rare opportunity to contribute to change at scale. Despite major progress in reducing open defecation, millions of people still lack safe water, sanitation and basic hygiene services, with children, women, persons with disabilities, pastoralist communities, refugees and crisis-affected populations facing the greatest barriers. Climate change is making this work more urgent and more consequential. Recurrent droughts, floods, water scarcity and environmental degradation are straining water systems, damaging infrastructure and increasing public health risks, while conflict, displacement, rapid population growth and limited local capacity further test the resilience of essential services.
Client works with government and partners to strengthen equitable, inclusive and climate-resilient WASH systems across humanitarian and development settings, aligned with the International Organization SDCF and the One WASH National Programme. This assignment will help advance stronger planning, coordination, monitoring, financing and accountability, while supporting risk-informed services in communities, schools and health facilities.
Justification
The assigned Consultant (Sector Governance) will provide strategic technical assistance and coordination support to strengthen WASH governance, policy coherence, systems strengthening and cross-sector collaboration. The Consultant will support sector reform, improve service delivery, leverage public and pooled resources, and advance national priorities and SDG 6 amid climate, financing and humanitarian challenges. By strengthening resilient services and systems, the assignment will contribute to healthier communities, safer learning environments and more sustainable futures.
Under the LONADD arrangement, the institutional contractor will deploy a suitably qualified Consultant (Sector Governance); they will be administering the contract from HR perspective. Client will assess performance against the agreed deliverables, quality standards and reporting requirements, including the effectiveness of stakeholder engagement and coordination.
