Background
Context
Background Information
Limited access to affordable finance remains one of the key constraints to economic inclusion in refugee-hosting areas of the Somali Region. Youth-owned businesses and entrepreneurs, particularly those serving refugee and host communities, often face barriers in accessing formal financial services, limiting their ability to invest in productive assets, engage in income-generating activities, and expand operations. At the same time, access to improved sanitation products and services remains constrained by affordability challenges and underdeveloped local sanitation markets.
To address these challenges, CLIENT, in collaboration with Shebelle Bank, the Somali Regional Government, Refugees and Returnees Service (RRS), and other partners, has developed the Nadif Sanitation Market Financing Model. The intervention combines sanitation market development, grant financing, Sharia-compliant private financing mechanisms, and targeted non-financial support to youth-owned sanitation enterprises to improve access to sanitation services while promoting livelihoods and financial inclusion among refugee and host community youth.
The pilot represents an innovative approach to leveraging public and private sector partnerships to advance sanitation, economic inclusion, and resilience objectives of forcibly displaced populations. As implementation commences, there is a need to ensure that all stakeholders have a shared understanding of the programme's operational procedures, that robust monitoring systems are established, and that lessons generated during the pilot phase are systematically captured to inform refinement of the model and scale-up.
Justification
The Nadif Model introduces new operational arrangements involving multiple stakeholders, including Shebelle Bank, regional government institutions, RRS, implementing partners, and youth enterprises. Effective implementation will require consistent application of the programme's Operational Manual, Standard Operating Procedures (SOPs), financing guidelines, monitoring mechanisms, and governance arrangements.
Given the innovative nature of the intervention, CLIENT requires dedicated technical support during the initial phase of implementation to ensure that stakeholders are adequately trained, monitoring systems are functional, implementation challenges are identified early, and evidence is generated to inform adaptive design and management.
The consultant will support the operational roll-out of the pilot, facilitate coordination among stakeholders, establish a practical monitoring and learning framework, and provide recommendations on how the model can be strengthened and scaled. The consultancy will help ensure that the intervention generates actionable evidence for future expansion to additional geographic locations, population groups, and economic sectors.
