Background

The Center for Advancement of Rights and Democracy (CARD) is a board-led, not-for-profit organization registered in Ethiopia under the Civil Societies Proclamation No. 1113/2019 with registry number 4307. CARD is a civil society organization committed to advancing human rights, democratic governance, and civic engagement in Ethiopia.

As part of its commitment to promoting democratic governance and increasing public access to evidence-based information, CARD has produced the 2017 E.C. Annual Democratic Governance Progress Report in English. The report presents an assessment of the status of democratic governance in Ethiopia, highlighting key developments, challenges, and recommendations across various governance sectors.

To enhance accessibility for Amharic-speaking stakeholders, including government institutions, civil society organizations, academia, development partners, media professionals, and the general public, CARD seeks to engage a qualified consultant to translate, edit, and technically review the report from English into Amharic.

Objective of the Assignment

The objective of this assignment is to produce a high-quality Amharic version of the 2017 E.C. Annual Democratic Governance Progress Report by translating, editing, and technically reviewing the report to ensure that it:

●Accurately reflects the content, meaning, tone, and intent of the original English report;

●Uses consistent and appropriate governance, legal, and human rights terminology;

●Is linguistically accurate, culturally appropriate, and easily understandable for the intended audience; and

●Is publication-ready while maintaining the structure and formatting of the original document.

Scope of Work

Under the supervision of CARD, the cosultant will:

●Translate the complete 2017 E.C. Annual Democratic Governance Progress Report from English into Amharic.

●Edit the translated document to ensure clarity, consistency, grammatical accuracy, and readability.

●Conduct a comprehensive technical review to ensure accuracy and consistency of terminology throughout the document.

●Preserve the original structure, headings, tables, charts, figures, references, footnotes, and formatting.

●Incorporate comments and feedback provided by CARD during the review process.

●Submit a final publication-ready Amharic version of the report.

Deliverables

The consultant shall be responsible for delivering the following:

●A complete draft Amharic translation of the 2017 E.C. Annual Democratic Governance Progress Report for review by CARD.

●An edited and technically reviewed Amharic version incorporating CARD's comments and feedback.

●An editable Microsoft Word version of the final translated report.

●A publication-ready final Amharic version maintaining the structure and formatting of the original report.

●Any additional revisions requested by CARD prior to final approval.

Duration of the Assignment

The assignment shall be completed within fifteen (15) working days commencing from the date of contract signing. The tentative assignment period is 6 August 2026 to 26 August 2026, excluding weekends. Specific milestones for submission of the draft and final versions will be agreed upon between CARD and the selected consultant.

Intellectual property Rights

All translated materials produced under this assignment shall become the exclusive property of CARD. The consultant shall not publish, reproduce, distribute, or use any part of the report without the prior written consent of CARD.
